Creates a locale in the bot. The locale contains the intents and slot types that the bot uses in conversations with users in the specified language and locale. You must add a locale to a bot before you can add intents and slot types to the bot.
This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginCreateBotLocale and EndCreateBotLocale.
