Creates a secondary network.
The allowed size for a secondary network CIDR block is between /28 netmask (16 IP addresses) and /12 netmask (1,048,576 IP addresses).
This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginCreateSecondaryNetwork and EndCreateSecondaryNetwork.
