Provides a pre-signed URL for download of an approved attached file. This API also
returns metadata about the attached file. It will only return a downloadURL if the
status of the attached file is APPROVED.
This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginGetAttachedFile and EndGetAttachedFile.
